The immediate reason for the violence was KSU’s black-flag bike rally held in Shillong on August 19 in protest against their five-point charter of demands. These demands include the implementation of the Meghalaya Residents Safety and Security Act, 2016, an Inner Line Permit system, recruiting reforms, issues related to migrant workers, etc.
This violent rally was followed by damage to about 31 vehicles, burning of two vehicles, and injuries to 16 persons. The Meghalaya High Court too has taken suo motu cognizance of the matter and directed swift action on it.
Assam-Meghalaya Tensions: How the Shillong Violence Triggered the Standoff
This spread to Assam on August 20, as operators of taxis and commercial vehicles from Assam held a protest rally against the reported assaults on vehicles registered in Assam and their passengers in Shillong.
The drivers and others blockaded the vehicles registered in Meghalaya at Jorabat and Khanapara, thereby causing disruption of the flow of traffic from Assam to Meghalaya. Jorabat acts as an important entry point for those who travel from Guwahati to Shillong.
These transport restrictions have put the passengers going from one state to another in a difficult position. According to reports from the border region, some passengers had to alight from the vehicles at Jorabat and find other means of conveyance.

Disruption persisted into the second successive day on 21 August. Movement of vehicles between Assam and Meghalaya is adversely affected.
There have been concerns raised by people who depend upon the Guwahati-Shillong connection route for their commute purposes, especially the tourists heading towards Meghalaya.
However, on the government front, steps are being taken to ensure that things don’t get out of hand. Chief Minister of Meghalaya Conrad K. Sangma says that he had a conversation with Assam’s Chief Minister Himanta Biswa Sarma where both agreed upon restoring peace and trust and the normal flow of movement. Both states’ cabinet ministers will further discuss the matter.
